У статті розглянуто проблему оптимального розміщення мобільних груп швидкого реагування приват них охоронних підприємств у місті Одеса. Виявлено недоліки існуючої конфігурації груп, що спричиня ють затримки реагування, особливо на периферії. Для усунення дефектів застосовано математичну модель p-медіани, яка дозволила визначити оптимальні місця базування екіпажів без збільшення їх кількості. За пропоновані заходи знижують середній час прибуття на 20%, покращують охоплення міста, підвищують задоволеність клієнтів, ефективність використання ресурсів та створюють конкурентні переваги на ринку охоронних послуг. Продемонстровано, що інвестиції в інтелектуальну оптимізацію можуть замінити зна чно більші витрати на розширення штату, а впровадження сучасних технологій, для подальшої оптимізації логістики охорони – є ефективним засобом конкуренції.

In this article, we examine optimal placement strategies for rapid response mobile teams of private security companies operating in Odessa. We identify key deficiencies in the current deployment configuration that cause uneven and prolonged response times, especially in peripheral and industrial areas. To address these shortcomings without increasing the number of units, we apply a p-median mathematical model. By integrating real-world spatial demand data with urban road network constraints and infrastructure features, our reallocation measures achieve a roughly twenty percent reduction in average response time. This optimization enhances uniformity of service coverage across diverse districts, elevates client satisfaction, and ensures more efficient resource utilization. Furthermore, our logistical framework offers substantial competitive advantages by paving the way for dynamic route planning and real-time adaptability. We also evaluate how predictive demand forecasting and traffic congestion modeling can refine responsiveness in dynamic urban contexts. We outline a practical roadmap for restructuring team deployment, emphasizing the integration of operations research techniques with high-resolution geographic information systems and empirical simulation results. Balanced workload distribution results in improved emergency responsiveness and service reliability. Supported by rigorous quantitative analysis and scenario simulations, our findings provide actionable insights for security operations managers, municipal policymakers, and urban planners. The model’s scalability and adaptability highlight its applicability to metropolitan environments beyond Odessa, guaranteeing consistent, rapid, and dependable security services. We also discuss the economic benefits of deploying this model within existing budgets, detailing steps for practical implementation, stakeholder engagement, and continuous optimization to accommodate shifting demand patterns. In conclusion, our comprehensive study demonstrates that optimizing the spatial distribution of response teams enhances operational efficiency, strengthens customer trust, and promotes competitive market positioning. Embedding scientifically grounded logistical optimization into security operations emerges as a decisive strategic lever for delivering superior urban security services.
